    Treasurer Collector Carole McCormack's meeting with IRS agent Joanne Tetreault began shortly before 9AM within the first floor meeting room.  Present: Carole McCormack, Joanne Tetreault,
Selectmen Flynn, Kuchinski and Murdoch with Board's Executive
Secretary Joseph Nugent. Also present were residents Mr. and Mrs.
Dahlberg and members of the press.

     Agent Tetreault began the meeting by noting she could only
respond to questions previously submitted by McCormack in writing. At this time she would be unable to address certain issues circulating in Town.  She explained that IRS departmental
procedures require prior superior approval for two agents to be
present at a meeting in order to respond to general questions. This procedure is in place to prevent any misquoting, inappropriate explanation or misunderstanding of the Internal Revenue Service laws.

    McCormack's five questions were reviewed and the Agent
indicated she could issue short answers without discussion to the
questions.  McCormack had submitted the questions in response to
questions put to the IRS by residents Betty and Tom Dahlberg
concerning the use of town vehicles and fringe benefit
compensations to employees and elected officials.

     Vehicles used by employees must be on town business and must
be clearly marked indicating the department using the vehicle with exceptions being the use of unmarked cars for police work.
Construction vehicles are not subject to reimbursement, tax or
charge back since the vehicle has little likelihood for personal
use.  Automobiles are looked at more stringently since they can be used as pleasure vehicles.   IRS regulations call for individuals using town vehicles to keep regular record which should be periodically checked.  Records may be kept weekly or monthly.

     The issue of fringe benefits was discussed.  According to
Tetreault, fringe benefits are subject to taxes and must be noted
on W-2 forms.  McCormack asked Tetreault for further information on reimbursable expenses such as clothing allowances, fuel payments, and expense vouchers.

     As the meeting ended, Tetreault stated that if asked, she
would check on availability for another agent to join her in a
meeting in Hanson on other issues related to Internal Revenue
Policy previously raised.
